Order Editing checks the customer's cart subtotal and the matching free-shipping threshold. It then looks for eligible products that can help the customer reach free shipping.

Create or open a strategy for the Free Shipping Upsell.
In the Product modules section, click Add Module.
Select Smart Recommendation.
Write Offer Text.
Optional: open Product scope and add a Shopify search query to narrow the product pool.
Optional: add additional rules, such as maximum percentage of cart subtotal or title filters.
Click Save.
